Joint Circular of the Ministry of Industry and Information Technology on Energy Conservation [2026] No. 32

In order to implement the "Notice of the General Office of the State Council on Issuing the 'Work Plan for Accelerating the Construction of a Carbon Emission Dual Control System'" (Guo Ban Fa [2024] No. 39), accelerate the improvement of carbon footprint management for industrial products, establish and enhance the carbon footprint management system, and promote the green and low-carbon transformation of industry, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the National Development and Reform Commission, and the State Administration for Market Regulation have determined a recommended list of 73 group standards for carbon footprint accounting rules for industrial products (the third batch), following procedures such as recommendations from relevant standardization bodies, expert reviews, and online public consultations. This list is hereby announced.
