India extends anti-dumping measures against PET resin

On December 26, 2025, the Indian Ministry of Finance and Revenue announced in Document No. 39/2025-Customs (ADD) that the deadline for the anti-dumping measures against polyethylene terephthalate resin having an intrinsic viscosity of 0.72 decilitres per gram or higher, originating from China or imported from China, had been extended from March 26, 2026, to June 26, 2026 (inclusive). On October 1, 2019, the Department of Commerce issued a notice stating that, upon applications submitted by the Indian company IVL Dhunseri Petrochem Industries Private Limited and Reliance Industries Limited, an anti-dumping investigation would be initiated against polyethylene terephthalate resin originating from or imported from China. On December 28, 2020, the Department of Commerce affirmatively concluded the case. On March 27, 2021, the Ministry of Finance and Revenue issued Document No. 18/2021-Customs (ADD), deciding to impose anti-dumping duties ranging from $15.54 to $200.66 per ton on the Chinese-originated products, effective for five years until March 26, 2026. On March 4, 2024, following applications submitted by domestic Indian companies IVL Dhunseri Petrochem Industries Private Limited and Reliance Industries Limited, the Department of Commerce initiated an anti-dumping investigation against polyethylene terephthalate resin originating from or imported from China. On August 28, 2024, the Department of Commerce affirmatively concluded the case. On November 22, 2024, the Ministry of Finance and Revenue adjusted the anti-dumping duty imposed on Wankai New Materials Co., Ltd. from $15.54 per ton to $40.41 per ton. The anti-dumping duties for other Chinese producers/exporters remained unchanged. The duration of the current anti-dumping measures was extended. The Indian customs code for the subject product is 39076190 and 39076990. On September 23, 2025, the Department of Commerce announced that it would initiate a first review of the anti-dumping sunset clause for polyethylene terephthalate resin originating from or imported from China, following applications submitted by Indian companies Indorama Yarns Private Limited, IVL Dhunseri Petrochem Industries Private Limited, and Reliance Industries Limited. The period for the anti-dumping investigation was from April 1, 2024, to March 31, 2025 (12 months); the period for the damage investigation was from April 1, 2021, to March 31, 2022, from April 1, 2022, to March 31, 2023, from April 1, 2023, to March 31, 2024, and from April 1, 2024, to March 31, 2025. The Indian customs codes for the subject product are 39076110, 39076190, 39076930, and 39076990.
