Strong cost support drives a concurrent rise in polyvinyl alcohol (PVA) prices

Introduction
Recently, the domestic polyvinyl alcohol (PVA) market price has experienced a notable upward trend. As of September 18, taking Grade 1799 in the East China market as an example, the negotiation range was 10,500–11,500 RMB/ton, representing a day-on-day increase of 4.76%. The sustained rise in upstream vinyl acetate prices has been transmitted downstream, driving up PVA production costs. Producers exhibit strong willingness to maintain prices, and combined with expectations for phased release of rigid downstream demand, this has pushed the market's central trading price higher.

The overall operating load of the domestic PVA industry remains stable. Mainstream producers' units are running normally and steadily, with no significant fluctuation in the industry-wide operating rate. Spot inventory levels within the market remain in a reasonable range, with no obvious signs of tight supply or excessive stockpiling; thus, the fundamental spot supply situation is relatively robust. Export demand maintains a generally stable trend with no immediate risk of sharp contraction, providing some support to domestic spot supplies. However, incremental demand from overseas markets is weak, limiting the potential for further export expansion. Consequently, exports are unlikely to become the core driver of the domestic market. Meanwhile, affected by the continuous rise in upstream vinyl acetate prices, industry production costs have steadily increased. Producers are under significant pressure but possess a strong willingness to hold prices, showing minimal inclination to offer discounts or concessions, thereby providing solid bottom-line support for market prices.

The core logic behind this market rally is cost transmission from raw materials. Geopolitical conflicts continue to disrupt the chemical feedstock market. Although previously shut-down upstream vinyl acetate units have gradually restarted, overall cost support remains firm, and market prices continue to rise. Vinyl acetate, as the key production raw material for PVA, sees its price increases directly elevating industry production costs, forming strong cost-based support. This is the primary driving factor behind the current upward movement in PVA market prices.

Supported by the traditional "Golden September, Silver October" consumption peak season, certain downstream industries exhibit phased rigid restocking needs. However, looking at overall market performance, the strength of downstream demand recovery is weak, with insufficient new follow-up orders. End-user enterprises mostly adopt a strategy of purchasing on demand and procuring only what is needed immediately, showing cautious stocking intentions. Additionally, the actual realization of subsequent orders from some end-users may fall short of expectations. Combined with limited export growth, overall demand lacks the momentum for sustained expansion, making it difficult to drive a continued significant rise in market prices.

In the short term, the bull-bear tug-of-war pattern in the PVA market will continue. On the bullish side, cost support from upstream vinyl acetate persists, coupled with stable domestic unit operations and strong producer willingness to hold prices, ensuring solid bottom-line support for market prices. On the bearish side, weak domestic terminal demand and limited export growth highlight clear shortcomings on the demand side, constraining upside potential. Overall, the probability of significant fluctuations in the short-term PVA market is low. Prices are expected to primarily oscillate within a range. Key factors to monitor going forward include trends in vinyl acetate raw material prices, the realization of downstream terminal orders, and changes in producers' shipping rhythms.
