Notice of the National Development and Reform Commission on Ensuring the Supply and Price Stability of Fertilizers for Spring Plowing in 2026 and Throughout the Year

In 2025, thanks to the joint efforts of all relevant parties, the demand for agricultural fertilizers was effectively met. After consulting with the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission of the State Council, the General Administration of Customs, the State Administration for Market Regulation, the China Securities Regulatory Commission, the Cyberspace Administration of China, and the All-China Federation of Supply and Marketing Cooperatives, the following notice is hereby issued regarding ensuring the supply and price stability of fertilizers for spring plowing in 2026 and throughout the year:
I. Ensure the Supply of Raw Materials for Fertilizer Production and Stabilize Fertilizer Production
Provincial-level Development and Reform Commissions shall actively cooperate with the competent departments of industry and information technology to oversee fertilizer production, coordinate and ensure the supply of raw materials for fertilizer production, and supervise relevant enterprises in implementing the minimum production plans as required. Special attention shall be paid to fertilizer production during critical periods such as winter storage and spring plowing, with production status reported as required. They shall coordinate with ecological and environmental departments to allow fertilizer production enterprises with environmental performance ratings of A or B to implement independent emission reduction measures during heavy pollution weather emergency response periods. Efforts shall be made to stabilize phosphate rock production and maintain reasonable price levels. Support shall be provided to relevant phosphate fertilizer production enterprises in accelerating the construction of phosphogypsum-to-sulfuric-acid projects. Domestic sulfur shall be encouraged to be prioritized for direct supply to domestic phosphate fertilizer production enterprises. Phosphate fertilizer production enterprises shall actively supply domestic phosphate fertilizers to the domestic market, particularly strengthening production and supply during the spring plowing period. The Sulfuric Acid Association and the Phosphate and Compound Fertilizer Association shall jointly organize the coordination of sulfuric acid production and sales between sulfuric acid and phosphate fertilizer production enterprises to stabilize upstream and downstream purchasing and sales relationships.
II. Promote Smooth Fertilizer Circulation and Reduce Agricultural Fertilizer Costs
Provincial-level Development and Reform Commissions shall work with transportation authorities to ensure smooth waterway and road transportation of fertilizers and their raw materials. They shall leverage the role of key agricultural materials circulation corridors to facilitate the smooth flow of fertilizers and raw materials and guide key agricultural materials circulation enterprises to increase the proportion of direct sales to end-users of fertilizers. Railways shall strictly implement preferential freight policies for agricultural fertilizers, strengthen capacity allocation to meet the needs of large-scale cross-regional transportation between fertilizer production and sales areas, especially during winter storage and spring plowing periods, and ensure sufficient transportation capacity for phosphate fertilizers from south to north and potash fertilizers from west to east. Relevant chambers of commerce and associations shall fully utilize the national agricultural materials supply guarantee platform to guide key fertilizer production and circulation enterprises to actively use public service platforms such as the National Cotton Trading Market for production-sales matching and information registration. They shall guide enterprises to sell fertilizers promptly at reasonable prices, particularly ensuring fertilizer demand in remote markets such as Northeast and Northwest China.
III. Strengthen Fertilizer Reserve Management and Effectively Leverage Reserve Functions
Provincial-level Development and Reform Commissions shall work with relevant parties to oversee and verify fertilizer reserves, supervise reserve-holding enterprises in fulfilling reserve tasks as required, and promptly coordinate and resolve difficulties faced by reserve-holding enterprises in organizing reserve supplies, transportation, and financing. They shall strengthen the coordination and cooperation between different levels of fertilizer reserves to improve complementarity in terms of reserve scale, variety, and timing. The Agricultural Development Bank of China shall leverage its role as a policy bank to enhance comprehensive financial services support for fertilizer reserve operations and related storage facility construction. The Zhengzhou Commodity Exchange shall continue to optimize the "Commercial Reserve Without Worry" business and actively provide professional services to stabilize agricultural materials prices. The China Agricultural Means of Production Circulation Association shall continuously improve the functionality of the National Fertilizer Commercial Reserve Data Management Platform to enhance the convenience of reserve information registration and management.
IV. Strengthen Fertilizer Import and Export Service Management and Effectively Ensure Imports
Provincial-level Development and Reform Commissions shall work with relevant parties to supervise and guide fertilizer production and circulation enterprises within their jurisdictions in complying with fertilizer trade management regulations. They shall support the construction of storage and transportation facilities for fertilizers and their raw materials at ports to improve port handling and transshipment efficiency. They shall coordinate to ensure priority berthing and unloading for vessels importing potash fertilizers and raw materials such as phosphate rock and sulfur. Key potash fertilizer import enterprises shall be encouraged to expand and optimize potash fertilizer import channels. Enterprises with the capacity shall be encouraged to increase sulfur imports as appropriate, maintaining reasonable inventory levels to stabilize domestic supply. Relevant enterprises shall be encouraged to optimize the variety and timing of fertilizer imports based on agricultural fertilizer needs. The China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters shall provide service guidance to potash fertilizer import enterprises.
V. Strengthen Fertilizer Market Supervision and Maintain Good Market Order
Provincial-level Development and Reform Commissions shall support relevant parties in intensifying efforts to combat counterfeit fertilizers, actively leveraging the role of grassroots organizations such as village committees and grassroots workers such as resident cadres to promptly identify and crack down on illegal activities in the fertilizer sector. The Zhengzhou Commodity Exchange shall strengthen penetrating supervision of urea futures, improve the delivery system, optimize delivery layouts, and better serve the real economy. Key fertilizer circulation enterprises shall be encouraged to proactively assume social responsibility for ensuring fertilizer supply and price stability and to resist counterfeit and substandard products. Relevant chambers of commerce and associations shall strengthen the release of fertilizer supply-demand and price information, promptly clarify false market information, improve the registration system for social responsibility fulfillment in the fertilizer sector, and enhance the application of related information. All sectors of society shall be encouraged to strengthen supervision and actively report conflicts and issues affecting fertilizer market stability.
VI. Promote Scientific Fertilization and Improve Fertilizer Use Efficiency
Provincial-level Development and Reform Commissions shall support the competent departments of agriculture and rural affairs in strengthening the dissemination of scientific fertilization knowledge and technical guidance. They shall promote the integrated application of new technologies, products, and machinery that meet scientific fertilization requirements. Soil testing and formula fertilization, as well as the increased use of organic fertilizers, shall be encouraged. Key fertilizer circulation enterprises shall actively carry out agricultural socialized services such as unified testing and formulation and intelligent fertilizer blending. They shall produce and promote fertilizers such as ammonium sulfate and low-concentration diammonium phosphate according to local conditions, taking practical actions to reduce costs and increase efficiency in agricultural fertilizer use.
All units must fully recognize the importance of ensuring fertilizer supply and price stability in protecting farmers' enthusiasm for grain production and safeguarding national food security. They shall promptly organize, deploy, and implement relevant tasks. Provincial-level Development and Reform Commissions shall take the lead in ensuring fertilizer supply and price stability in their respective regions and work with relevant units to coordinate and resolve issues in the production, transportation, reserve, sales, and application of fertilizers.
