How will China's '15th Five-Year' carbon peak plan impact industrial charcoal consumption?

The State Council's '15th Five-Year' carbon peak action plan, issued in July 2026, sets hard targets: a 17% cut in CO2 intensity per unit of industrial value-added and a 10% energy intensity reduction by 2030. Six decarbonization routes are outlined, including eliminating outdated capacity, retrofitting existing plants, and promoting green materials. For charcoal, the plan's emphasis on replacing fossil fuels with low-carbon alternatives is a double-edged sword. On one hand, charcoal as a renewable bio-based material could gain share in metallurgy and chemical applications. On the other, stricter carbon accounting and potential carbon costs on biomass-derived products if they involve land-use change or unsustainable sourcing could limit growth. The plan also supports CCUS and hydrogen metallurgy, which may compete with charcoal in steel decarbonization over the long term.

    The plan's push for zero-carbon industrial parks—100 parks and 500 factories by 2030—creates a concrete near-term opportunity. Charcoal producers supplying activated carbon for water treatment, gas purification, or supercapacitor electrodes in these parks could benefit from preferential policies. But they must document their carbon footprint rigorously, as park entry requires ISO 14064-1 verified carbon inventories.
